【摘要】:Thepurposeofthemethods,systems,anddesignsdescribedinthispracticeistoreduceradiationexposuresforoccupantsofresidentialbuildingscausedbyradonanditsprogeny.Thegoalofmitigationistomaintainreducedradonconcentrationsinoccupiableareasofbuildingsatlevelsaslowasreasonablyachievable.Thispracticeincludessectionsonreducingradiationexposurecausedbyradonanditsprogenyforworkerswhoinstallandrepairradonmitigationsystems.Thegoalforworkersistoreduceexposurestoradonanditsprogenytolevelsaslowasreasonablyachievable.Themethods,systems,designs,andmaterialsdescribedherehavebeenshowntohaveahighprobabilityofsuccessinmitigatingradoninattachedanddetachedresidentialbuildings,threestoriesorlessinheight(seeEPA,x201C;RadonReductionTechniquesforExistingDetachedHouses,TechnicalGuidance(ThirdEdition)forActiveSoilDepressurizationSystemsx201D;).Applicationofthesemethodsdoesnot,however,guaranteereductionofradonlevelsbelowanyspecificlevel,sinceperformancewillvarywithsiteconditions,constructioncharacteristics,weather,andbuildingoperation.Whenapplyingthispractice,contractorsalsoshallconformtoallapplicablelocal,state,andfederalregulations,andlawspertainingtoresidentialbuildingconstruction,remodeling,andimprovement.1.1Thispracticedescribesmethodsforreducingradonentryintoexistingattachedanddetachedresidentialbuildingsthreestoriesorlessinheight.Thispracticeisintendedforusebytrained,certifiedorlicensed,orboth,orotherwisequalifiedindividuals.1.2Thesemethodsarebasedonradonmitigationtechniquesthathavebeeneffectiveinreducingradonlevelsinawiderangeofresidentialbuildingsandsoilconditions.ThesefanpoweredmitigationmethodsarelistedinAppendixX1.Moredetailedinformationiscontainedinreferencescitedthroughoutthispractice.1.3Thispracticeisintendedtoprovideradonmitigationcontractorswithauniformsetofpracticesthatwillensureahighdegreeofsafetyandthelikelihoodofsuccessinretrofittinglowriseresidentialbuildingswithradonmitigationsystems.1.4Themethodsdescribedinthispracticeapplytocurrentlyoccupiedorformerlyoccupiedresidentialbuildings,includingbuildingsconvertedorbeingconvertedtoresidentialuse,aswellasresidentialbuildingschangedorbeingchangedbyaddition(s)oralteration(s),orboth.Theradonreductionactivitiesperformedonnewdwellings,whileunderconstruction,beforeoccupancy,andforuptooneyearafteroccupancy,arecoveredbyGuideE1465.1.5Thispracticealsoisintendedasamodelsetofpractices,whichcanbeadoptedormodifiedbystateandlocaljurisdictions,tofulfillobjectivesoftheirspecificradoncontractorcertificationorlicensureprograms.Radonmitigationperformedinaccordancewiththispracticeisconsideredordinaryrepair.1.6Themethodsaddressedinthispracticeincludethefollowingcategoriesofcontractoractivity:generalpractices,buildinginvestigation,systemsdesign,systemsinstallation,materials,monitorsandlabeling,post-mitigationtesting,anddocumentation.1.7Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.SeeSection6forspecificsafetyhazards.
