【摘要】:1.1Thisstandardestablishesaclassificationofthecomprehensivehierarchicallistofelementsforlife-cycleenvironmentalwork.TheclassificationisbasedontheInteragencyEnvironmentalCostElementStructure(ECES).Elements,asdefinedhere,aremajorcomponentscommontoenvironmentalprojects.Theelementsrepresentthelife-cycleactivitiesforenvironmentalprojectsregardlessoftheprojectdesignspecification,constructionmethod,technologytype,ormaterialsused.Theclassificationservesasaconsistentreferenceforcostestimating,analysis,andmonitoringduringthevariousphasesoftheprojectlifecycle.UsingECESensuresconsistency,overtimeandfromprojecttoproject,inthecostmanagementandperformancemeasurementofenvironmentalprojects.Italsoenhancesreportingatallphasesofaproject,fromassessmentandstudiesthroughdesign,construction,operationsandmaintenance(OM),andsurveillanceandlong-termmonitoring(SLTM).1.2Thisclassificationappliestoallenvironmentalwork,includingenvironmentalrestoration,wastemanagement,decontaminationanddecommissioning(DD),surveillanceandlong-termmonitoring,andtechnologydevelopment.1.3Theuseofthisclassificationincreasesthelevelofstandardization,uniformity,andconsistencyofcollectedenvironmentalprojectcosts.Suchuniformityandstandardizationallowsforeaseofunderstandingprojectcosts,providesacommon"costlanguage"forsharingandcomparingcostinformation,andallowsforeasieranalysisandcalibrationofcostdata.Thisstandardclassificationcanbeusedasachecklistofactivitiestobecompletedinenvironmentalprojects.
